Apply modifier configuration changes and clear stale state.

Steps:

1. Log in to the POS server using the operational profile.
2. Identify the kitchen display process.
3. Stop the process cleanly.
4. Confirm the process is stopped.
5. Restart the process.
6. Return to the Kitchen Display Screen.
7. Send a test order with modifiers.
8. Confirm modifiers display correctly.

Result:
Server-side modifier delivery restored.
