Goal
Ensure the “duplicate” is not actually a new, modified, or resent order.

Steps
1) Compare order identifiers:

• Order ID
• Check number
• Timestamp
  2) Confirm whether the reappearing order:
• Has the exact same ID, or
• Has a new ID with similar items
  3) If IDs differ → stop; this is not a duplication issue.
  4) If IDs match → proceed to P-000124-02.

Pass/Fail

• PASS: Same order ID duplicated or reappeared.
• FAIL: New order (different Trouble).
