Goal
Clear partial caches and rebuild order state cleanly.

Steps
1) Exit KDS application cleanly.
2) Wait 10 seconds.
3) Relaunch KDS application.
4) Wait an additional 10–15 seconds (allow baseline sync).
5) Observe whether states normalize.
6) If states are still wrong → proceed to P-000140-03.

Notes

• The pause between restarts allows stale deltas to expire.
