Goal
Verify that the incorrect behavior began immediately after a partial store-server restart.

Steps
1) Ask what was restarted:

• Single service
• KDS feed only
• Network-related service
  2) Note the exact restart time.
  3) Identify when KDS behavior first became incorrect.
  4) If symptoms started immediately after partial restart → proceed to P-000143-02.
  5) If no clear restart correlation → treat as different recovery issue.

Pass/Fail

• PASS: Clear link to partial restart.
• FAIL: No restart correlation.
